Arizona

In 2012, Arizona passed the Whole Woman’s Healthcare Funding Prioritization Act, which blocked taxpayer funding of abortionists like Planned Parenthood. However, in 2013 the Ninth Circuit decided against Arizona with respect to the exclusion of Planned Parenthood from Medicaid. But Arizona’s prioritization of other funds away from Planned Parenthood to more worthy providers remains in effect.

Arkansas

On August 14, 2015, Arkansas Governor Asa Hutchison ordered the state's Department of Health Services to terminate Planned Parenthood's Medicaid Provider Agreement. The order states in part, "It is apparent that after the recent revelations on the actions of Planned Parenthood, that this organization does not represent the values of the people of our state and Arkansas is better served by terminating any and all existing contracts with them. This includes their affiliated organization, Planned Parenthood of Arkansas and Eastern Oklahoma."

Florida

Planned Parenthood may also be funded by your county or municipal government. And it can be defunded there, too. In 2011, St. Lucie County Children’s Services Council (CSC) revoked funding to Planned Parenthood. The decision removed nearly a half million dollars from the local Planned Parenthood affiliate and provided those funds to local charities serving children. Florida also cut other state funding of Planned Parenthood in 2001.

Indiana

In 2011 Indiana stripped Planned Parenthood of all state-controlled funding, including state Medicaid funds. However, after the Obama Administration interpreted the Medicaid statute to not permit Indiana to exclude Planned Parenthood, the courts deferred to the Administration’s interpretation and held that the Indiana law could not be enforced.

Indiana’s denial of other funding to Planned Parenthood was upheld by the U.S. Court of Appeals for the Seventh Circuit.

Kansas

In 2011, Kansas redirected Title X Family Planning Funds from Planned Parenthood to public health clinics that do not do abortions.

A federal appeals court ruled that Kansas could strip funding to these two Planned Parenthood clinics, and Planned Parenthood dropped its legal challenge in May of 2014

In January 2016, Gov. Sam Brownback announced in his state of the state address that Kansas would be cutting Planned Parenthood’s Medicaid provider agreement, vowing “No more Kansas Medicaid dollars will go to Planned Parenthood.”

New Hampshire

In June 2011, New Hampshire denied a Title X subgrant to Planned Parenthood of Northern New England, in part because of concerns that the affiliate was improperly using the funds to subsidize its abortion business and was not being transparent about its activities. The Department of Health and Human Services (HHS) responded by directly providing Planned Parenthood a non-competitive replacement grant. HHS has since refused to provide information about this grant in response to open records requests. That United States Supreme Court declined to take up the matter.

In August 2015 New Hampshire cancelled over $600,000 in state grants to Planned Parenthood.

Ohio

In 2013, Ohio enacted a 2-year budget, which creates a prioritization for the distribution of taxpayer funds used for family planning, including funds received from the federal government, giving priority to public health departments over Planned Parenthood. Other taxpayer funds, including Medicaid payments, continue to go to Planned Parenthood.

In February 2016, Ohio enacted a law re-directing an estimated $1.3 million in federal Title X funds from abortion businesses like Planned Parenthood to healthcare facilities prioritizing primary and preventive care.

Oklahoma

In 2013, Oklahoma prevented family planning clinics not affiliated with health departments (including Planned Parenthood) from receiving state family planning funds, social service grants, Title X funds, and federal maternal and child health grants.

In November 2015, after an investigation revealed Planned Parenthood affiliates were overbilling Oklahoma’s Medicaid program by 14-20%, Gov. Mary Fallin called upon the Oklahoma Healthcare Authority to terminate the abortion giant’s Medicaid provider agreement.

Tennessee

Texas

In 2011, the Texas Legislature passed a series of amendments to the budget which cut Planned Parenthood funding by approximately $47 million.

Texas also defunded Planned Parenthood and others doing elective abortions from their Medicaid Women's Health Program. The federal government stripped Texas of their Women’s Health Program Medicaid funding, but Texas funded the program with state tax dollars in order to preserve their ban on Planned Parenthood Funding. Texas’s exclusion of Planned Parenthood was upheld by the U.S. Court of Appeals for the 5th Circuit.

Texas also does not allow Title X Family Planning funds to go to abortion providers. The law sets forth specific requirements for separation of family planning agencies from abortion providers and prioritizes family planning funds to public entities and private organizations that, unlike Planned Parenthood, provide comprehensive health care.

In May 2015, Texas reallocated its state taxpayer funds for breast and cervical cancer services to prioritize other clinics providing more comprehensive services over Planned Parenthood and other family planning centers for receiving grants.

In October 2015, Gov. Greg Abbot barred Planned Parenthood from receiving state Medicaid money, citing the abortion giant’s waste and abuse of state Medicaid funds – including a $4.3 million settlement for overbilling – and barbaric practices of Planned Parenthood’s Gulf Coast affiliate, captured by the Center for Medical Progress videos

wisconsin

Since 2011, Wisconsin has prohibited certain state funds from going to abortionists. Planned Parenthood continues to receive Medicaid reimbursements and other taxpayer funds in Wisconsin.

In February 2015, Gov. Scott Walker signed into law two bills cutting Planned Parenthood’s taxpayer subsidies. They re-direct Title X funds to worthier healthcare providers, and require Planned Parenthood to bill the government at actual acquisition costs for the contraception they distribute. Together, the bills will cut an estimated $8 million per year from Planned Parenthood.
